[VoiceOps] critical mass

I'd love to see this list self-managed based on concepts like respect and
professionalism, but if that turns out not to be possible we can adopt a
similar charter/usage policy to NANOG.

In the mean time be nice :)

  NANOG has been able to do a sufficient job of moderation with a huge
  number of people on the list.  I'm sure the same can be done, clearly
  written rules and swift hands at the controls are all that is required.
