Well, sure, upgrade it before you patch.  I'm thinnking about all the times that patchtool is invoked for a non-patch-changing function like bwshowver, tech-support, etc...

We may start refreshing it just so the scheduled tech-supports don't run a buggy version.

Don't load PB's without loading the latest patchtool first.  Some of the patches in the PB will blow up if your patchtool is too old.  The patchtool upgrade only takes a couple of minutes and isn't service impacting.
