[VoiceOps] Level 3 Termination Issues - Vector

Problem seems to be on Vector and Viper is fine.

The issue seems to have died down, not seeing as many 503s from Vector Level 3

I've noticed a bunch of calls ringing busy when they shouldn't, and some
customers reporting inbound DIDs not ringing through.

It's been a strange day.
