Of course.

But if I had to speculate as to the reason why BYEs, for example, are 
not commonly challenged by ITSP edge equipment, it would be because the 
concept of potentially forbidding someone to hang up their own call - 
however improbable the set of circumstances in that might arise - 
appears perverse, prima facie.
