[VoiceOps] Microsoft OCS handling of Emergency calling

Anyone can comment how Microsoft OCS handles nomadic emergency calling
and in two situations:

-          when a enterpise user moves to a different office say in a
different city still on-net and 

-          when travelling on the road in a hotel calling from a laptop
softclient.
