[VoiceOps] CCVP tests order

You have to pass CCENT before you can earn the CCNA Voice, and you  
must have the CCNA Voice before you can earn the CCVP.

I would recommend the following order for the CCVP.

QoS
CVOICE
CIPT1
CIPT2
Troubleshooting (TUC)
