[VoiceOps] east coast outage

Over at NANOG there are reports of a Level 3 issue at 11AM EST.  We saw our
BGP session with them bounce at that time.

I've seen some routing issues here in Atlanta that seem to me like 
widespread backbone / peering problems, but I can't verify because 
virtually none of the networks I use permit ICMP TTL-exceeded-in-transit 
back to me so traceroute is unusable.
