We received notice at 7:20PM things were back in order:

Please be advised that calls are now routing successfully. dash has
determined the outage is related to a SBC issue and is continuing to
work with our vendor to determine root cause.  A RFO will be issued as
soon as root cause is determined.

Dash so far has been very informative for any kind of operational issue
with alerts coming through of any impending changes. I know when we deal
with them, they are very responsive.
