My guess is that this was either patronage for their cronies in the 
legal profession in the Beltway (guaranteed business), or the product 
of some megalomaniacal conception that cases brought before the 
Commission must be argued in person by local insiders, and/or that 
aforesaid local insiders must be available to appear quickly in case 
of urgent cases seeking immediate injunctive relief, etc.
