[VoiceOps] CallManager 3pcc

Hello everyone,

  I'm trying to build a sip trunk to a CallManager 7.1 system.  The
issue is every INVITE from the CallManager doesn't have an SDP
(3pcc/RFC 3725).  I'm looking for more of a standard INVITE w/SDP,
180/183, 200 type of dialog from the CallManager.  I've tried digging
through various docs, google, etc to no avail.  Anyone have any hints?
