[VoiceOps] Terminations

I believe I know the answer to this question already, but would we be able
to provide for terminations from other phone companies into our local lata
with out end office trunks (we just have trunks to the LEC's Local and
Access tandems)? IE. Company A. in LATA A wants to terminate calls to LATA
B through us. I know we could technically do it, but this is more of a
legal question.
