[VoiceOps] Terminating LD Traffic

It's Carrier Equal Access, which is one of the primary reasons Iowa Network
Services arose.  Besides giving the RLECs in Iowa access to a multitude of
IXCs, they also provide switching between RLECs as part of EAS or
interconnection agreements.
