Yes using OCP is possible that is what we do today. However that
blocks/unblocks all ILD (Call Type = IN)



Looking to block all ILD for a SP and further at a Group level ,  but only
allow say - UK, Australia, etc (a few select countries only)

You can disallow international calling in the Outgoing Calling Plan without
using Communication Barring. Or are you looking to do something different?
