[VoiceOps] Cell Phone to SIP provider

Of course there is no reason why SIP couldn't be used for signaling and just establish the voice over a GSM / CDMA codec. The cell tower could transcode to RTP. Getting SIP direct to the handset would be good . The cell towers would just need to act like a SIP proxy
