[VoiceOps] CLI sim testing

I'm not aware of any major wholesaler that manages different quality levels that doesn't have varying levels of capabilities to detect CLI on important routes. I'm just looking for If anyone is doing it on the cheap.
The MRC cost of maintaining a number of sim cards on key routes is minimal when compared to the value of having 100% verifiable CLI on international routes.
