[VoiceOps] International fraud block list

Anyone out there with a good list of CC that they block calls to unless
specifically requested by a customer. I have a list that I am using but it
is a bit dated. Most of Africa is in it, some countries in Eastern Europe,
some countries in the middle east etc.
