They're getting better and better at delivering smaller transactions. It started out with the stereotypical, "Level3 won't talk to you unless you've got at least $25k/mo to commit", but where we are today is that just about anyone can have MFN pricing with a $500 deposit and a miniscule commit. Soon anyone with $10 will be able to terminate US domestic at $0.001.

The proposed system might just hasten this process along, as the big CLECs that feed the industry ask, "Why do we need resellers again?"
