[VoiceOps] Upcoming Fees for Text Enabled Telephone Numbers (Bandwidth.com)

Finally got the fee documentation. There is $0.01 being added per
DID per month for SMS-enabled DIDs, but this fee is a new one: $0.09 (!)
per Toll Free Number per month for SMS.

Whoa... where did that come from? Anyone know? Why is TF 9x higher than
DIDs?
