[VoiceOps] Verizon RTP issues

We never saw the signaling gateways or VPN's go down. Our direct bandwidth
with them was good. However, affected calls showed high packet loss.It
appears to have cleared around 12:50 Eastern and customers have confirmed,
but no work from VZ yet as to a cause.
