[VoiceOps] CLEC - SIP handoff from the LECs

Not that I have seen yet.  I hear rumblings that a couple are looking into
it but, as far as I can tell, their just giving us lip-service.  Some of
the ILEC/RLEC companies are doing it though.... so I hear.
