[VoiceOps] CLEC - separate legal entity per State?

You can have one company for all states or one for each state. The upside of
having one per state would be that it limits your liability to each state. The
downside is it costs more all the way around because each CLEC would have it's
own ACNA, regulatory filings, tariffs, ICAs, NPAC accounts, etc.
