[VoiceOps] Vitelity SMS Alert

Just to clarify, this isn't the Short Code Keyword Product they announced
recently that Vitelity is discontinuing, this is Long Code US/Canada Local
SMS. Affected any DIDs that were SMS-enabled on or prior to September 2015.
