[VoiceOps] Receiving messages from short-codes on DIDs

When I left the SMS industry 5 years ago, short codes used to have to be
provisioned and negotiated by every network the short code owner wanted to
reach. So most short code owners just have their SMS aggregators only go
after the mobile networks. Google Voice probably influenced Bandwidth to be
targeted.
