[VoiceOps] TN and carrier list in a rate center

Many LRN dipping companies allow a dip over http in various formats. Match
the LRN to the NPANXX in the LERG and that should provide the carrier name.

LRN dips are much cheaper than CNAM dips. Usually 1000 dips is less than
$0.01.
