[VoiceOps] Paging without a modem

Determine their carrier and look at options for delivery on the carrier
website. Most are supporting WCTP/SNPP or have an SMTP gateway you can use
(i.e., 5551234567 at myairmail.com. ) Some even have SMS capability (usually
opt-in, pay for by the customer)
We use this as a rough guide to determine capabilities/testing setup:
