[VoiceOps] Incoming CenturyLink issues

We've been receiving calls this morning from our customers that are having
trouble with incoming calls from CenturyLink customers.  We're not sure if
it's just those PIC'd to CenturyLink and/or who use CenturyLink for local
service, but our customers are experiencing one-way audio.  Our upstream
tandem says they see calls coming in with "Timer Expired", and they're all
PIC'd to 0432.
