[VoiceOps] Can you hear me phone scam?

I’ve seen it as being reported by several different municipalities, in fact every report I have seen seems to have slightly different facts – smells like BS to me.

Anyone know if this is true, or is this fake?  I see it’s starting to be widely reported, but it seems odd to me.
