[VoiceOps] Maximum latency

My own experience, having lived on the other side of the world for two
years while running my calls through an Atlanta-based PBX, is that high
latency is seldom a problem unless it's consistent. It's variation of
any kind which concerns me. It leads to jitter, audio drop-outs from
retraining jitter buffers, and out-of-order frames.
