If that is the case, you should tell NANPA.  I just downloaded their NPA 
database, dated today.  It says:

886,General Purpose Code,No,Set aside for toll free,No,No,,N,,,N,,,,"",No,,,Toll-Free,,,,No,No,,,,,,,,""
