[VoiceOps] RND Database reporting for those carriers that lease DIDs

Someone asked me a great question about whether or not they would need
to sign up for the RND database if they give the TN back to their DID
provider when it disconnects. I asked NANPA about this and Beth Sprague
responded:
"If the SP leasing the DID numbers, it depends on the arrangement; as
long as the underlying carrier is reporting the disconnects to the RND,
there would be no need for the SP that leased the numbers to report."
So in other words there are two factors that will determine who has to
report it:
1. Which company retains the TN at the time the customer is
disconnected. If it goes back to the underlying carrier then they can
report it. If it goes into the Service Provider's inventory of leased
numbers, then the service provider needs to report it.
2. What agreement have you and your underlying carrier made regarding
the reporting of disconnected DIDs? If the underlying carrier is willing
to report on it at the time the customer is disconnected then the
service provider doesn't need to report it. If the underlying carrier
leaves the disconnect reporting up to the service provider, then the
service provider needs to report on disconnects monthly.
So bottom line is that if you're leasing DIDs from an underlying carrier
bring up the question as to how you agree to handle the disconnect
reports for the RND database with them. Whatever you agree to......make
sure you get your agreement IN WRITING so that you're covered should an
issue come up with it later on!
