[VoiceOps] Having issue terminating to cell phones?

Neustar stir/shaken just had an issue moments ago. Their DNS for auth and verify changed. Meaning the 4 IPs we were supposed to be using on AWS for requests suddenly changed to 4 different IPs. Neustar emailed out confirming our problem we were looking at. The 4 new IPs just timed out.

So imagine having busy SBCs all of a sudden timing out on bad IPs for a ton of calls. Could that be causing it?
