[VoiceOps] Carriers that support cic codes

If a SIP carrier wanted to support equal access, is there anything like a
SIP tandem provider that can accept any Carrier Identification Code (cic=)
and route to the appropriate LD carrier?

The TDM equivalent might be something like Neutral Tandem.
