[VoiceOps] US / Canada SMS NNID Lookup

Bandwidth Number Lookup API provides netnumber-based data. Per my account
manager there:

rack rate is .005/number looked up.  I checked with our team and this
product does utilize the NetNumber OSR.  The API return information is
listed below:

   -
      - E.164 Formatted TN
      - Formatted TN
      - Country
      - Line Type
      - Line Provider
      - Mobile Country Code
      - Mobile Network Code
