[VoiceOps] Repeated Porting Attempts

We could likely count on one hand the number of port outs we get in a month, so unfortunately, automation would probably be more work than just dealing with it.

Automate it! That way you don't have to care how many they submit. 

But if not, yes, since you hold the number, and someone is paying you for 
the number, you must deal with Port Out requests, even if they keep doing 
annoying and inconceivable things.
