[VoiceOps] Creation of a new rate center?

Great out of the box thinking, but it doesn't work that way. Rate
Centers are established by the INC committee (Industry Numbering
Committee). While INC may consolidate several localities into one rate
center or break apart one rate center into several rate centers, they
rarely create a new rate center, and its never because someone wants to
avoid interconnecting with an RBOC / ILEC. Whichever carrier was the
original telecom provider in that LATA will always be the one that you
have to connect with unless the original carrier sells off those areas
to another carrier. Verizon selling off areas to Frontier would be an
example of that.
The big RBOCs / ILECs refuse to interconnect with anyone via SIP even
though they've pretty much shut down the sale of all TDM transport into
their COs. (I've complained about this multiple times to the FCC but
they clearly don't care because they've never done anything about it.)
Your best bet in the meantime is to interconnect via Sinch, InfoBip,
Bandwidth, or Wide Voice if they cover the area. If you don't have a lot
of end user customers, you can order DIDs through them. If you have a
larger number of customers and want to get your own NXXs, you can order
their PSTN Connect product (Bandwidth is the only one that doesn't offer
it). In order to get your own NXXs, you first have to get Interconnected
VOIP Numbering Authorization from the FCC.
