It wouldn't change who operated the tandem switches, which you'd need to address. If you have different operators of different tandems in a LATA, you could venue shop.

Hello. I've been doing some research into rate centers, and thus far, I 
have been unable to learn how (or even if) a new rate center can be 
created. I've checked my state PUC's docket (TX), and I haven't been 
able to find anything relating to rate centers. If I could make a new 
rate center, it would make it significantly easier to get set up in 
certain area codes where no non-RBOC ILEC is available, as it would 
remove the requirements to interconnect over TDM with ATT. Has any other 
CLEC attempted this?

PS: Thanks for all the wonderful information. I've been a longtime 
lurker on this list, and it's been very helpful in setting up my first 
CLEC.
