[VoiceOps] Large SIGTRAN rate increases

I'm not sure RBOCs have completely figured out how badly they've shot
themselves in the foot yet. From my perspective, RBOCs have pushed
everyone away so much, that the RBOCs now need other carriers much more
than other carriers need them. I think the best way to deal with the
destructive RBOC mentality is for all carriers to establish direct SIP
connections with the carriers they get the most traffic from and pass
the most traffic to. 

CLECs and Interconnected VOIP carriers have been able to establish
interconnections through the PSTN connection providers like Peerless
(InfoBip), Inteliquent (Sinch), and Wide Voice for years. These PSTN
connection providers eliminated  the need for SS7 trunks because they
host the SS7 piece of their network. For years, Wireless carriers have
been establishing direct SIP connections with all the carriers they
exchange traffic with the most. That has gotten them out of the CABS
billing requirements so they don't have to waste money paying for
someone to send their bills out and collect CABS billing.
