[VoiceOps] Inteliquent/Sinch SIGTRAN outage

Happened to us as well.  No SS7 meant no ISUP with other telcos and no 
LNP lookups.  Both primary and secondary were down.

There is a lot of A and B geo-redundancy in their SIGTRAN design.  
Frustrating for it all to go down at the same time.

They have not shared the cause with us.  I have told them to send us an 
RFO.  Master ticket 681772.
