Regardless of the state of the copper, there will be a utility easement 
for the underground cable and pedestal. If there are ducts going in 
multiple directions you may get push-back regarding removing it in case 
the utility wants to repurpose it for fiber.

If it's all direct bury copper they probably aren't going to care.
