Seems straightforward enough of a term for me. Telephone numbers
themselves don't have an actual cost, and in fact generate revenue
for the LEC. Places that charge for example $10 a number are not
wholesale rates. Places that cover a reasonable cost for LNP fees,
cost recovery for maintenance/carrying cost/billing, a reasonable
profit and expect you to know what you're doing. A true wholesale
rate would be something you could make a reasonable profit with
selling retail services to end users with.<br>
