With regard to licensing, Sansay does separate itself from most of the competition by offering a network-based licensing solution (i.e. pay for total licenses across your network, not per SBC). But if there's an orchestration layer that informs all other systems of its presence, including management and licensing, without having to configure all that, then it is NFV. Now, whether the aforementioned vendors are actually doing this, that can be debated (and I'd be curious to hear people's options on it).
