<div dir="ltr">I am pretty sure the reference is to the new message surcharges which vary based on the type of traffic by default, but you can also submit for approval of your traffic by DID to get even more "favorable" rates. These surcharges are being imposed by AT&T and Verizon at present, but I expect T-mobile to follow.
