it's an uphill battle.<span style="mso-spacerun:yes"> </span>From the brief bit of research, I have done it looks like an interconnected voice over IP provider needs to offer 911/E911 services.<span style="mso-spacerun:yes">
</span>What was not clear to me is if that entitles them to enter into interconnection agreements or if the 911 services need to come from there host provider.<span style="mso-spacerun:yes">

<div>The answer to all 3 is, it depends. Generally there are non clec ways to attach to 911 directly (the exact process will have to be worked out by talking to the carrier providing 911 in that area) (or indirectly through the likes of intrado or intelliquent)
and at least in Michigan, the carrier who won 911 contracts throughout Michigan actually is native IP on the network, and TDM connectivity is an upcharge.<br>
