<p>Hi. Thanks for this information. I'm surprised that the INC makes
the rate centers. I thought they only created assignment
guidelines for number blocks. Do you have any documentation from
INC on how they establish rate centers? Even if I can't get a new
one made, I would like to see how they made decisions about
creating the ones they did decide to make. In the part of TX that
I'm in right now, I don't think there's a single IELC for the
whole LATA though. There are ATT, Frontier and independent rate
centers in my LATA, all with their own tandems. I already have
something set up for LI, and I greatly share your frustration in
the fact that the RBOCs refuse to consider SIP interconnection. I
do hope this changes soon.</p>
<p>In terms of out of the box thinking though, if you look at the
NPA assignment guidelines, it looks like there it's possible for
any company to request "general purpose NPA," and potentially get
a new non-ERC NPA made for a new type of non-geographic
application, providing they can get an industry standard
definition for it. I wonder if anyone's tried that before?</p>

Rate Centers are established by the INC committee (Industry
Numbering Committee). While INC may consolidate several
localities into one rate center or break apart one rate center
into several rate centers, they rarely create a new rate center,
and its never because someone wants to avoid interconnecting
with an RBOC / ILEC. Whichever carrier was the original telecom
provider in that LATA will always be the one that you have to
connect with unless the original carrier sells off those areas
to another carrier. Verizon selling off areas to Frontier would
be an example of that. </p>
<p>The big RBOCs / ILECs refuse to interconnect with anyone via
SIP even though they've pretty much shut down the sale of all
TDM transport into their COs. (I've complained about this
multiple times to the FCC but they clearly don't care because
they've never done anything about it.) </p>
<p>Your best bet in the meantime is to interconnect via Sinch,
InfoBip, Bandwidth, or Wide Voice if they cover the area. If you
don't have a lot of end user customers, you can order DIDs
through them. If you have a larger number of customers and want
to get your own NXXs, you can order their PSTN Connect product
(Bandwidth is the only one that doesn't offer it). In order to
get your own NXXs, you first have to get Interconnected VOIP
Numbering Authorization from the FCC. </p>

can be created. I've checked my state PUC's docket (TX), and I
haven't been able to find anything relating to rate centers.
If I could make a new rate center, it would make it
significantly easier to get set up in certain area codes where
no non-RBOC ILEC is available, as it would remove the
requirements to interconnect over TDM with ATT. Has any other
CLEC attempted this?<br>
