[nsp] Recommendation for slot positioning!

Hi,
    I encountered a problem on my 7513. When I add one channel group on my slot
3 Multi-Channel E1/PRI 120 Ohms(8 ports) PA with only 39 configured channel
groups, the router stops responding. I have already a TAC case and they are
telling me it's a bug on the IOS(12.0.9S) that I'm using. Advised me to upgrade
to 12.0.17S. Anyone encountered this problem?
    Can anyone recommend a good slot positioning or PA combinations on the
7513? I'm using vip2-50's with 128 Mb of memory.
Slot 0 -- Vacant
Slot 1 -- Multi-Channel E1/PRI 120 Ohms(8 ports) PA-MC-8E1/120, 2port
Channelized E1/PRI
Slot 2 -- Vacant
Slot 3 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Fast Ethernet(PA-FE-TX)
Slot 4 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Serial V.35(PA-8T-V35)
Slot 5 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Serial V.35
Slot 6 -- RSP 4 (256 MB DRAM)
Slot 7 -- RSP 4 (256 MB DRAM)
slot 8 to slot 12 -- Vacant
