[nsp] Recommendation for slot positioning!

Hi,
    I encountered a problem on my 7513. When I add one channel group on my slot
3 Multi-Channel E1/PRI 120 Ohms(8 ports) with only 39 configured channel groups,
the router stops responding. I have already a TAC case and they are telling me
it's a bug on the IOS(12.0.9S) that I'm using. Advised me to upgrade to 12.0.
17S. Anyone encountered this problem?
    Can anyone recommend the slot positioning or PA combinations on the 7513?
I'm using vip2-50 with 128 Mb of memory.
Slot 0 -- Vacant
Slot 1 -- Multi-Channel E1/PRI 120 Ohms(8 ports) PA-MC-8E1/120, 2port
Channelized E1/PRI
Slot 2 -- Vacant
Slot 3 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Fast Ethernet(PA-FE-TX)
Slot 4 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Serial V.35(PA-8T-V35)
Slot 5 -- Multi-Channel E1/PRI 120 Ohms(8 ports), Serial V.35
Slot 6 -- RSP 4 (256 MB DRAM)
Slot 7 -- RSP 4 (256 MB DRAM)
slot 8 to slot 12 -- Vacant
