The fact that these tests were paid for by Cisco (opening sentence of
first paragraph) is painfully obvious throughout.

No attempt appears to have been made to make test conditions reflect
those that are commonly found in Internet-backbone-like environments.
On the contrary, the results appear to have been baked to a light,
delicious, golden-brown color.

You can't argue the money was well spent though. Most people who read that report will think, "Yeah, I want video, and Yeah, I want voice, and Yeah! I want QoS!".
