Yes. It's important to get the basic infrastructure up and running NOW,
and then start work on applications, accounting and billing, and all other
things that relate to IP "somewhere".

Otherwise IPv6 will never take off - and one day, IPv4 addresses are all
used up, and the Y2K problems will pale in comparison.
