Cisco 3600 (just about all platforms above the 2500 series) run from RAM.
The IOS image is uncompressed into RAM, so your 32mb of memory has been
divided into 24mb for processor and 8mb for io. Of that 24mb processor
memory, a big chunk (looks like about 11.5mb) is used by the uncompressed
IOS image.
