What do you mean here by "MLS rate-limiting"?

MLS is simply the method by which the SUP programs the PFC, as instructed by the
MSFC.

In sup1 parlance, it's flow based mls.
In sup2 parlance, it's cef-based mls.

CAR-type rate-limiting is done in hardware cams.

There's an ACL cam and QOS cam that do lookups in parallel to the
FIB cam.

The QOS cam is programmed using policy maps, etc.
This is how you do car-type rate limiting.
